CE Language
Extract folder from the .rar file, put the folder into CE installation directory.
EX: mine is C:\Program Files\Cheat Engine (version)\languages
Then open CE and goto Edit/Settings/Languages choose the language you want. English is default.

Can CE Hack Online Game?
No.
Online games store the variables on their own server instead of your computer. You only get the display variables.
But still, not all online games are unhackable. Even so, do not ask me about online cheats. I don't know any and wont help finding them.
